A draft declaration of the Paris AI Action Summit has raised concerns for The Future Society, the nonprofit which was tasked by organisers to provide recommendations for protecting civil society from the risks of artificial intelligence.

The NGO led a consultation of some 10,000 citizens and 200 experts ahead of the summit, producing 10 top recommendations including a “report card” for artificial intelligence companies’ commitments to trustworthy AI, a “global leaderboard” for green AI, and an “international task force” on labour market disruption.

A draft declaration seen by FRANCE 24 appears to pick up on just one of the consultation’s recommendations, calling for a “Public Interest AI Initiative”, to provide “model development, openness and transparency, audit, compute, talent, financing and collaboration to support and co-create a trustworthy AI ecosystem advancing the public interest of all, for all and by all”.

The Elysée’s envoy to the summit, Anne Bouverot, announced this initiative last week, saying it would be financed with up to €2.5 billion over the next five years.

The wording of the declaration, whose veracity was not confirmed by summit organisers, is similar to an earlier leaked declaration published by POLITICO and Contexte in January.

Nicolas Moës, executive director of The Future Society, said “France can be a bit bolder by having some of the more difficult measures be put on the table”.

“France’s leadership in AI governance definitely is at stake,” he added.

The AI Action Summit gathers heads of state and tech leaders at the Grand Palais in Paris on Monday and Tuesday.
