Arab leaders on Tuesday adopted a plan for the reconstruction of the Gaza Strip and the return to power of the Palestinian Authority, rivalling Donald Trump’s plan to place the territory under US control and move its residents elsewhere. Meeting in Cairo, the leaders of the Arab League countries called for the Palestinians to be unified under the umbrella of the Palestine Liberation Organization (PLO), effectively excluding the Islamist movement Hamas, which is not part of the PLO.
